Our Expert Reference Panel provides governance oversight, ensures product carbon footprint verification accuracy, and guides strategic decision-making to maintain quality and rigour as our business scales.

1. Purpose

The Expert Reference Panel (ERP) provides independent technical and market insight and thought leadership for Rebuilt’s service offering, SaaS platform and LCA results verification process.

The panel’s remit includes reviewing emergent trends, providing governance advice aligned to ISO 14040, ISO 14044, ISO 14067, ISO 14071, EN15804 and supporting robust, transparent embodied carbon accounting practices.


2. Scope of Work

The ERP will:

  • Advise on emerging industry trends in embodied carbon disclosure within the built environment, carbon accounting, and data quality management practices.
  • Review and discuss select PCFs generated over the preceding quarter, including:
    • High-level analytics and insights
    • Discussion of results for outliers, ambiguities, novel methods, and innovative approaches
    • Flagged results whose provided data or evidence warrant further risk assessment.
  • Provide arbitration on PCF outputs where customer disputes or escalations arise or market feedback has been received.
  • Support continuous improvement in practices aligned with relevant ISO standards.
  • Contribute to one quarterly thought leadership piece for publication by / or in collaboration with Rebuilt.

3. Membership and Structure

  • The ERP comprises not less than three (3) independent experts with demonstrated expertise in Life Cycle Assessment (LCA), carbon accounting, architecture, engineering and construction (AEC), sustainability standards, and/or materials science.
  • Members serve in their individual capacity, not as representatives of any organisation.
  • The Chief Operating Officer (COO) of Rebuilt serves as Chair and Secretariat, responsible for convening meetings, preparing agendas, distributing materials, and recording outcomes.

4. Governance and Standards Alignment

The ERP’s function is governed by the principles and guidance set out in:

  • ISO 14064-3: Greenhouse gases – Carbon footprint of products – Requirements and guidelines for quantification.
  • ISO 14071: Critical review processes and reviewer competencies for LCA.

In fulfilling its duties, the ERP will:

  • Ensure transparency, traceability, and methodological consistency in PCF assessments.

Act as a critical reviewer in line with ISO 14071 for outputs that are used for comparative or public-facing claims.

5. Meeting Frequency and Format

  • Meetings are notionally held quarterly (4 times per year), chaired by Rebuilt COO.
  • Meetings may be held virtually or in person as required.
  • Extraordinary meetings may be convened if urgent arbitration or technical input is required.

6. Confidentiality and Data Access

ERP members will be granted access to Rebuilt corporate strategies and to anonymised or customer-approved PCF data for review purposes if required. Members are required to:

  • Sign a confidentiality agreement prior to appointment
  • Declare any conflicts of interest relating to specific products, companies, or industry groups.

Refrain from using proprietary information outside their ERP responsibilities.

7. Output and Reporting

The ERP secretariat will provide:

  • A short minute to outlining key findings, observations, and recommendations.
  • Results of any determination guidance on disputed PCFs, with rationale and references to standards where applicable.

The ERP members will provide:

  • Quarterly thought leadership content for Rebuilt to publish and/or amplify, on topics as mutually agreed, which may include:
    • Industry commentary
    • Methodological developments
    • Reflections on PCF market evolution
    • Insightful case studies from the quarter’s data.

8. Term and Review

  • Members are appointed for an initial term of 12 months, renewable by mutual agreement.
  • These Terms of Reference will be reviewed annually or as needed.

9. Limitations

  • The ERP provides expert advice only to Rebuilt.
  • Recommendations and decision making are made by consensus. Where consensus cannot be reached, all perspectives shall be minuted.
  • Rebuilt is not obliged to implement all advice, and may respond at its discretion.
  • Its determinations in respect of customer disputes shall be final.
